What it does
This instrument is an Airworthiness Directive, AD/TBM 700/54, issued by the Civil Aviation Safety Authority and dated to commence on 22 February 2019 (see “This AD commences on 22 February 2019” and the signature block). Its operative content is short and prescriptive: it requires inspection and, where necessary, replacement of the master cylinder yokes on Socata (Aerospatiale) TBM700 series aeroplanes within the stated applicability (see “Applicability” and “Requirement” rows).
Concretely, the AD applies to “Socata TBM 700 aircraft with serial number (S/N) 1 to 268 and S/N 270 to 338 inclusive” (Applicability). The mandatory tasks are twofold (Requirement): first, to “Check for misalignment of the master cylinder yokes from their threaded pins, as instructed in the accomplishment instructions paragraph of the SOCATA Service Bulletin 70-136 (the SB), as in force from time to time”; and second, to ensure defective yokes are discarded and replaced with serviceable yokes that “meet the terms of the SB.” The AD also contains a prohibition on installing particular part numbers: “Do not install yokes part number (P/N) ZOO.N7134732200 or yokes in master cylinder assembly P/N ZOO.N6068757280 (LH side) and ZOO.N6068757281 (RH side) delivered as spares before 1 December 2005 unless they comply with SOCATA Service Bulletin N° 70-136, as in force from time to time.”
Timing for compliance is prescribed: unless previously accomplished, the inspection/replacement must occur “during the next 100-hourly scheduled inspection, or during the next annual inspection, whichever occurs later” (Compliance). The AD also establishes a recording requirement: “Recording completion of this AD in the aircraft logbook can only be done after a satisfactory inspection and/or replacement of all defective yokes.” The stated safety rationale in the AD is to ensure “that normal braking is available at any time to prevent possible runway excursions in the event of failure of the master cylinder yoke” (Background / aim). The AD also notes that “EASA AD 2006-0189 refers” (Note 1) and that the phrase “as in force from time to time” requires observance of the most recent version of the referenced service bulletin (Note 2).
