What it does
This instrument is Airworthiness Directive AD/SWSA226/84 Amdt 1, issued by the Civil Aviation Safety Authority and signed by David Villiers on 17 June 2009, effective 30 July 2009. Mechanically it requires operators of specified Fairchild (Swearingen) SA226 and SA227 series aeroplanes to inspect the cargo door lower belt frames at the cargo latch receptacles for cracks, and then to repair, replace or reinforce those belt frames according to the inspection findings and the referenced service material.
The AD sets three discrete requirements:
- Requirement 1 mandates an inspection of the cargo door lower belt frames at the cargo latch receptacles, performed in accordance with Part A of the Accomplishment Instructions of Fairchild Service Bulletin (SB) 226-53-007 for SA226 models, or SB 227-53-003 for SA227 models, as applicable (SB issue and revision dates are given in the AD text).
- Requirement 2 prescribes corrective action if cracks are found, with different mandated actions depending on the fuselage station (FS) location of the affected belt frames. For belt frames at FS 438.060 and FS 491.060 the AD requires repair by installing angle P/N 27-22206-009 or 27-22206-010, together with reinforcement doublers P/N 27-22206-007 and -008, using the SA226/227 Structural Repair Manual (SRM) Section 53-90-20 or Approved Repair Procedure (ARP) 53-30-9701. For belt frames at FS 454.501, 455.726, 473.392 and 474.657 the AD requires replacement with specified new-design frames, P/Ns 27-22207-008, 27-22208-005, and 27-22207-007, in accordance with the SRM or ARP; no reinforcement doublers are required for those replacements.
- Requirement 3 requires that if no cracks are found in all six belt frames during the inspection, the operator must install reinforcement doublers in all six belt frames in accordance with Part B of the Accomplishment Instructions of the relevant service bulletin.
