What it does
This Civil Aviation Safety Authority airworthiness directive (AD) requires owners/operators to identify, withdraw from service, and be prohibited from reinstalling specific Superior Air Parts (SAP) cylinder assemblies that were manufactured in a stated date range and are installed in certain reciprocating engines. Mechanically, the AD does three things.
- It mandates operators determine the part number (P/N) and serial number (S/N) of cylinder assemblies installed in their engines in accordance with Superior Air Parts Mandatory Service Bulletin (MSB) B06-01 Revision E dated 24 January 2007 (Requirement 1).
- It requires removal from service of any cylinder assemblies that are affected as identified in MSB B06-01 Revision E (Requirement 1). The affected assemblies are those known to have been manufactured between April 2005 and November 2005 (Requirement 1).
- It imposes an absolute prohibition on installing any cylinder assembly that is affected by MSB B06-01 Revision E into any engine (Requirement 2).
Timing is explicit. The AD requires the removal action to occur before the cylinder assemblies reach 150 hours total time in service (TTIS) (Compliance 1). For aircraft that already have cylinder assemblies with greater than 150 hours TTIS, the AD allows special flight permits to be issued to ferry the aircraft to a maintenance base (Compliance 1, Note 2). The AD is stated to become effective on 7 June 2007 (this Amendment becomes effective on 7 June 2007).
The stated safety rationale in the AD is that SAP cylinder separations were discovered in service , nine separated SAP cylinder assemblies installed in Teledyne Continental Motors (TCM) 470, 520, and 550 series reciprocating engines and one separated SAP cylinder assembly installed in Lycoming 320, 360, and 540 series engines , and that cylinder separation can lead to engine failure, a possible engine compartment fire, and damage to the aeroplane (Background). The AD also notes it corrects the manufacturing date range and makes a few editorial changes (Background). The AD explicitly refers to FAA AD 2007-04-19 R1 Amendment 39-15005 dated 23 March 2007 (Requirement, Note 1). The instrument is signed by David Punshon, Delegate of the Civil Aviation Safety Authority, dated 26 April 2007.
