What it does
This instrument is an airworthiness directive (AD) issued by the Civil Aviation Safety Authority (CASA) that imposes an obligation on operators, owners and maintainers of Univair Aircraft Corporation Stinson Model 108 series aircraft to confirm compliance with specified United States Federal Aviation Administration (FAA) Airworthiness Directives and, where applicable, to carry out the corrective actions those FAA ADs require. Mechanically, the AD does two things.
First, it requires responsible persons to “determine from Aircraft Records if the requirements of the Federal Aviation Administration ... Airworthiness Directives, as in force at the time of issue of this AD, specified in Table 1 of this AD have been carried out” (Requirement 1). Second, where a listed FAA AD “is applicable and has not been previously complied with, then perform the actions required by that AD” (Requirement 2). Table 1 lists four FAA ADs by number and subject: FAA AD 47-50-11 (Front Ash Tray Modification or Placard Installation); FAA AD 49-16-02 (Wing Fabric - Inspection and Rectification); FAA AD 50-25-01 (Fuel Drip Strip Installation); and FAA AD 54-02-02 (Wheel Skis - Rigging).
The compliance timing is specified in two alternative ways tied to a certificate of airworthiness (CofA): if a CofA has not been issued, the AD must be complied with “before the issue of the CofA”; if a CofA has already been issued, the actions are required “within 60 days after the commencement date of this Directive” (Compliance). The AD’s commencement date is 31 August 2018 (Commences on 31 August 2018), and the document is dated 21 August 2018, signed by a CASA delegate.
The AD is expressed as intended to “ensure that compliance with these AD’s has been accomplished for aircraft imported into Australia” (Background). CASA notes that the FAA ADs in Table 1 require “once‑only actions for which the compliance date and/or period has passed” and that some of those FAA ADs “may be applicable to recently registered Stinson model 108 aircraft” (Background). CASA further acknowledges that due to manufacturing date or aircraft configuration and modification status, “some of the ADs listed in Table 1 will not be applicable to some aircraft” (Background).
