What it does
This airworthiness directive (AD), titled AD/SF340/32 Fuel Tank Access Door Area (4/92), prescribes mandatory maintenance action for a defined subset of SAAB SF340 series aeroplanes. The AD applies to two specified serial-number ranges: SF340A with serial numbers 004 through 159 inclusive, and 340B with serial numbers 160 through 299 inclusive, as set out under the heading "Applicability". The operative command in the instrument is: "Action in accordance with SAAB Scania AB Service Bulletin SAAB 340-57-020", identified in the "Requirement" paragraph of the AD.
The directive sets two distinct compliance tasks with separate deadlines. First, it requires inspection, corrosion removal and surface treatment of the wing upper panel in the fuel tank access door area, to be completed prior to 2 October 1992. Second, it requires installation of protective plates, to be completed prior to 2 April 1993. Both actions are to be carried out "in accordance with" the SAAB service bulletin referenced. The AD also includes a note that Swedish (LFV) AD 1-052 is relevant and that the compliance times required by the LFV have been extended in this instrument by approximately two months.
The "Background" paragraph states the operational safety rationale the regulator records: field experience indicated corrosion developing on the wing upper panel in the fuel tank access door area, caused by moisture and contact between the conductive paint on the fuel access door and the wing structure. The AD records the safety consequence of that corrosion as potential reduction of strength of the wing upper panel and possible fuel leakage.
Mechanically, the AD converts manufacturer-issued technical instructions (the SAAB service bulletin) and observed field findings into a mandatory national airworthiness requirement for the listed serial numbers, imposing specified deadlines for inspection/repairs and a later deadline for the installation of protective plates. It also expressly adopts a compliance timetable that differs from the referenced LFV AD by about two months.
