What it does
This Airworthiness Directive (AD), AD/SF340/104 Fuel Tank Conduits Wiring Protection, requires a specified wiring-protection modification to SAAB SF340 series aeroplanes. The AD is applicable to "Model SF340A and 340B aircraft, all serial numbers" and becomes effective on 25 October 2007. The compliance obligation is expressed as a mandatory action "Unless previously accomplished, perform Modifications 3164 (Right Hand Wing) and 3165 (Left Hand Wing) in accordance with SAAB Service Bulletin 340-28-026, dated 5 July 2007 or late EASA approved revision." The AD sets a compliance deadline of "Within 72 months after the effective date of this Directive."
Mechanically, the AD prescribes a sequence of physical maintenance tasks as described in the Requirement block. The work includes removal and reinstallation of specified fuel system components, inspection and modification of wiring and conduit protection, and testing of the fuel measuring/indicating system. The AD lists the specific components by their identifiers: fuel pumps 5QM and 6QM; fuel switches 31EB, 32EB, 9QA, 10QA, 11QA and 12QA; refuel shutoff valves 15QA and 16QA. The modification steps narrated in the AD include: removal of the listed components; inspection of wiring to fuel pumps, fuel level switches and refuel shutoff valves; twisting of the relevant wiring; installation of a shrinkable tube to the wiring; reinstallation of the pumps, level switches and refuel shutoff valves; and operational and functional testing of the fuel measuring/indicating system. The AD also inserts a cross-reference: "Note: EASA AD 2007-0248 refers."
The stated genesis of the AD is in the Background paragraph. The AD cites the historical context of fuel-tank explosion risks, including the TWA800 accident, and refers to the United States Federal Aviation Administration Special Federal Aviation Regulation 88 (SFAR88). It records that the European Joint Airworthiness Authority (JAA) recommended similar regulation to national aviation authorities in its letters of March and February 2003. The AD states that, "As a consequence of the design review mentioned above, this Airworthiness Directive requires a modification to install extra protection of wiring installed in fuel tank conduits."
