What it does
This instrument is an Airworthiness Directive (AD) applying to SAAB SF340 series aeroplanes, specifically SF340A and SF340B models, that requires a physical modification to the fuel quantity indication system, followed by an operational and functional test. The directive sets two discrete obligations. Requirement 1 mandates modification of the FQIS electrical wiring, by "incorporating Modification 3162 in accordance with SAAB Service Bulletin SB-340-28-024 dated 26 February 2007 or later revision approved by the European Aviation Safety Agency (EASA)". Requirement 2 mandates an operational and functional test of the fuel measuring indication system "in accordance with SB-340-28-024 dated 26 February 2007 or later revision approved by the EASA".
Timing is specified. For Requirement 1, operators must comply "within 72 months after the effective date of this Directive". For Requirement 2, the test must be performed "before further flight, after accomplishing the Requirement 1 modifications". The directive becomes effective on 30 August 2007, and it explicitly states "If not previously accomplished" as a precondition to Requirement 1, so prior incorporation of the modification removes that particular obligation.
The AD records its provenance and cross‑references. It cites EASA AD 2007-0170, and states the SAAB service bulletin must be the dated version or a later revision approved by EASA, so later SB revisions are permissible only with EASA approval. The AD is signed by David Punshon, "Delegate of the Civil Aviation Safety Authority", dated 17 July 2007. The background paragraph attributes the directive to the outcome of a design review prompted by safety concerns about fuel tank explosions following FAA Special Federal Aviation Regulation 88 (SFAR 88), and notes that the directive "requires the modification FQIS wiring to ensure separation and is a consequence of the design review".
In short, the instrument mechanically changes aircraft hardware and requires immediate validation testing. It ties compliance windows to the date the AD becomes effective, cross‑references an EASA AD, and conditions use of later service bulletin revisions on EASA approval.
