What it does
This instrument is an Airworthiness Directive (AD) directed at SAAB SF340 series aeroplanes, specifically SF340A and SF340B types. It mandates a modification to the fuel quantity indication system (FQIS) wiring, and an immediate operational and functional test of the fuel measuring indication system following that modification. The AD requires operators to "modify the fuel quantity indication system (FQIS) wiring by incorporating Modification 3163 in accordance with SAAB Service Bulletin SB-340-28-025 dated 26 February 2007 or later revision approved by the European Aviation Safety Agency (EASA)" (Requirement 1). After completing that modification, operators must "perform an operational and functional test of the fuel measuring indication system in accordance with SB-340-28-025 dated 26 February 2007 or later revision approved by the EASA" (Requirement 2).
The AD sets temporal compliance points. For Requirement 1 the timeframe is "within 72 months after the effective date of this Directive." For Requirement 2 the compliance point is "before further flight, after accomplishing the Requirement 1 modifications." The directive becomes effective on 30 August 2007; it is signed by David Punshon, Delegate of the Civil Aviation Safety Authority, dated 17 July 2007. The AD cross-refers to other regulatory materials: it notes "EASA AD 2007-0169 refers," and it anchors the required modification and test procedures to the SAAB Service Bulletin SB-340-28-025 dated 26 February 2007 or a later revision that has been approved by EASA.
The stated technical objective in the Directive's background is to ensure separation of the FQIS signal conditioner 28 VDC wiring; this modification is presented as the consequence of a design review undertaken under the regulatory impetus created by SFAR 88 and related European guidance. The AD is framed as a follow-up to earlier regulatory review processes linked to fuel tank explosion risks that have been the subject of prior aircraft safety regulation. The AD text makes compliance conditional on whether the modification has "not previously accomplished", thereby recognising prior work that may already meet the Directive's requirements.
