What it does
This instrument is Amendment 1 to Airworthiness Directive AD/SD3-60/69, addressing the rudder horn spar on Short SD3-60 series aeroplanes. It requires inspection, assessment, and repair actions tied to Shorts Alert Service Bulletin SD360-55-A22 Revision 1, or any later EASA approved revision. The Directive applies to "All Model SD3-60 aircraft" (Applicability). The Requirement section sets three operative steps: (1) for aircraft not previously inspected under the original issue of the Directive, inspect the rudder in accordance with Part B of ASB SD360-55-A22 Revision 1 and assess, monitor and repair any damage in accordance with that ASB; (2) where original inspection records do not establish the extent of corrosion and corrective actions, accomplish Part B of the ASB; and (3) repeat inspections as specified in section 1.D of the ASB (Requirement: 1-3). The Compliance section imposes specific timing: the initial inspection must be done before further flight after 13 April 2006 for certain cases, within 28 days after 13 April 2006 for others, and thereafter as specified in the Requirement document (Compliance: 1-3). The Amendment is effective on 13 April 2006 and is signed by a CASA delegate (This Amendment becomes effective on 13 April 2006; David Punshon, 1 March 2006). The instrument also notes that the UK CAA Airworthiness Directive G-2006-0001 is relevant (Requirement note).
Mechanically, the instrument converts the safety findings, reports of rudder horn spar cracking and corrosion, into mandatory inspection and repair obligations tied to a specific manufacturer's service bulletin and to any later revisions approved by EASA. It replaces or supplements the original issue of the Directive by adding corrosion-specific inspections and by incorporating repetitive inspection intervals in line with the Recommended Maintenance Programme (Background). The Directive instructs operators and maintainers to use the ASB and, where applicable, Structural Repair Manual procedures or an approved repair for any detected corrosion (Requirement: 1).
