What it does
This airworthiness directive (AD), titled AD/SD3-60/23 Amdt 2 Rudder Gust Lock, appears in the Commonwealth schedule of airworthiness directives under the Civil Aviation Regulations 1998, Part 39, and is issued by the Civil Aviation Safety Authority. It mandates corrective action for the rudder gust lock system on Short SD3-60 series aeroplanes by requiring operators to carry out specified actions “in accordance with” two Shorts service bulletins: SB SD360-27-16 (Part 1) and SB SD360-27-21 (Part 2). The instrument sets explicit applicability by model and serial number ranges for Part 1 (all models, S/Nos SH3601 to SH3715 “as applicable”) and by “all models” for Part 2. It sets firm compliance deadlines: Part 1 work must be completed prior to 31 January 1988, and Part 2 work must be completed prior to 30 September 1988.
Mechanically, the AD does not itself detail the technical steps; instead it compels action by reference to the manufacturer’s service documentation. The stated background in the AD identifies two safety problems that the mandated action addresses. First, prior damage occurred to the rudder control system from wind gust and jet blast, which prompted the original requirement (Part 1). Second, subsequent reports of unsolicited engagement of the rudder gust lock were investigated and attributed to inaccurate adjustment of microswitch WM2, which triggered amendment 2. The AD therefore directs operators to implement the corrective measures contained in the two named Shorts service bulletins to eliminate or mitigate those failure modes.
The AD uses a short, directive format: it sets applicability, identifies the required service documentation by part, and prescribes specific compliance-by dates. It does not reproduce the engineering detail of the service bulletins, nor does it state inspection intervals or ongoing monitoring requirements in the AD text itself. The instrument’s operative effect is to make compliance with the referenced service bulletins mandatory for the applicable aircraft before the dates given.
