What it does
This instrument is an Airworthiness Directive (AD) titled AD/ROBIN/40 Amdt 1, dealing with cracking of the weld that secures the nose wheel steering bracket to the nose landing gear leg on certain Robin Aviation series aeroplanes. Mechanically, the AD (1) prescribes inspections and subsequent actions to be undertaken in accordance with Avions Pierre Robin Service Bulletin No. 101 Revision 3 (referred to throughout as "SB No. 101 Rev 3"), (2) sets different initial compliance intervals and recurring inspection intervals depending on the width of the support plates of the affected nose landing gear bracket, and (3) mandates that if cracking is outside the allowable criteria in SB No. 101 Rev 3, an approved manufacturer repair must be accomplished before further flight. The AD states that its compliance times "remain unchanged from 17 January 2008" (Compliance) and specifies that the Directive becomes effective on 19 November 2010 (Compliance).
The AD identifies precise applicability by model and serial number ranges. It applies to Model R 2100, R 2100 A, R 2112, R 2120 U, and R 2160 D aircraft, serial numbers 001 through 378; Model R 2160 aircraft, serial numbers 001 through 378 and serial numbers 160A-06001 and subsequent; and Model R 2160i aircraft, serial numbers 001 through 378 and serial numbers 160Ai-07007 and subsequent (Applicability).
The Directive operationally changes maintenance practice for owners/operators of the affected aeroplanes: owners/operators must perform inspections within specified hours-in-service windows, follow the measurement, acceptance and monitoring regime set out in SB No. 101 Rev 3, and when cracks exceed allowable dimensions per SB No. 101 Rev 3, ground the aeroplane until an "approved manufacturer repair, in accordance with SB No. 101 Revision 3" has been carried out (Compliance; Requirement). The AD distinguishes two classes of support-plate width: those with width less than 84 mm and those with width equal to 84 mm, with the former requiring inspection within 100 hours time in service after 17 January 2008 (and thereafter at intervals not to exceed 100 hours if no cracking is detected) and the latter within 500 hours time in service after 17 January 2008 (and thereafter at intervals not to exceed 500 hours if no cracking is detected). Where cracks are detected, SB No. 101 Rev 3 is the prescriptive document for dimensioning, allowable criteria, and required actions including shorter 25‑hour inspection intervals if cracks are within allowable criteria (Compliance). The AD replaces previous text that extended applicability to HR 200 types; Amendment 1 removes those HR 200 references because EASA AD 2010-0231 now covers them (Background).
