What it does
This Civil Aviation Safety Authority Airworthiness Directive, AD/ROBIN/32 Amendment 2, mandates recurring inspections and corrective action for corrosion of the wing spar web and upper and lower boom angles on specified Robin Aviation series aeroplanes. The instrument identifies precise applicability by model and serial number (see the Applicability table), establishes inspection tasks and technical references to Avions Pierre Robin Service Letter No. 19 and Service Bulletin No. 99 (the "SL No. 19" and "SB No. 99" procedures), and sets enforceable timing for initial and repeat inspections. The operative instructions are set out under the heading "Requirement" in the text: remove the main landing gear legs and all wing inspection panels in accordance with the aircraft maintenance manual, inspect visible spar web and boom angles, and follow the Avions Pierre Robin SL and SB for inspection, treatment and repair. If corrosion is found on the rear face of the spar web or boom angles, the directive requires inspection of the front face and, where necessary, cutting inspection holes or removing wings to access the front face; any inspection holes must be prepared to an approved repair scheme. Corrosion must be treated in accordance with SL No. 19 and SB No. 99 before further flight; corrosion that exceeds the limits specified in SL No. 19 must be repaired to an approved repair scheme before further flight. The directive prescribes compliance timing: initial compliance "within 60 months after aircraft date of manufacture and within 6 months for aircraft which are older than 60 months, unless accomplished within the last 24 months, and thereafter at intervals not to exceed 24 months" (Compliance). Amendment 2 was made effective on 5 June 2008 and is signed by a CASA delegate (David Villiers). The Background section states the safety rationale: several occurrences indicating high susceptibility to corrosion and difficulty detecting it by normal maintenance, creating risk of catastrophic wing failure.
