What it does
This Civil Aviation Safety Authority airworthiness directive (AD/ROBIN/21 Amdt 3) imposes mandatory inspection actions on Avions Pierre Robin R2000 series aeroplanes. The directive applies to all Model R2000 series aircraft (Applicability). It prescribes three discrete inspection requirements:
- Requirement 1, targeted at the forward face of the rear fuselage bulkhead that supports the stabilator hinge brackets, requires a visual inspection with strong lighting to detect cracks and corrosion, with special attention outboard of the stabilator hinge bracket bolt holes and around the stabilator balance weight cutout (Requirement 1).
- Requirement 2 requires removal of the stabilator, removal of the stabilator hinge brackets from the rear fuselage bulkhead, and inspection of the forward and aft faces of the bulkhead using the fluorescent dye penetrant method in Civil Aviation Order 108.10 (Requirement 2).
- Requirement 3 requires removal of the stabilator, removal of the stabilator hinge brackets from the stabilator spar, and inspection around the bolt holes and nut plate rivets in the stabilator spar using the fluorescent dye penetrant method in Civil Aviation Order 108.10 (Requirement 3).
Timing rules are built into the AD (Compliance). For each requirement the AD prescribes an initial compliance trigger expressed as the later of a specified time-in-service hours threshold or a date-based deadline tied to 22 February 1995, and then sets maximum repetitive-inspection intervals (for example, Requirement 1 initial compliance at the later of before 1 000 hours time in service or before further flight after 22 February 1995, thereafter at intervals of no more than 100 hours). The AD exempts aircraft that have Major Mod 79 rear bulkhead reinforcement from some of the inspection obligations, and the amendment history documents progressive alleviations for aircraft with Major Mod 79 embodied (Background; Note). The AD names the specific maintenance sources to be used: removal of the stabilator must be done in accordance with paragraph 4.4.1 of the Avions Pierre Robin R2000 Service Manual; dye penetrant inspection must follow Civil Aviation Order 108.10 (Requirement 2 and 3). The effective date of this AD is 8 June 2015 and it is issued by the CASA delegate Mike Higgins (effective date; signature).
