What it does
This Airworthiness Directive, AD/REC/3 Amdt 1 (18/2021), requires modification of specific Sundstrand Data Control cockpit voice recorder models to address connector reliability under vibration. The instrument lists the models covered (AV-557, AV-557A, AV‑557B and AV-557C) and prescribes modification in accordance with two Sundstrand Data Control Service Bulletins, SB No. 012-0296-109 and SB No. 012-0129-113, for specified part number ranges (Requirement). The AD specifies a compliance window of 60 days after the AD commencement date, which is 10 September 2021 (Compliance; Commencement). It also records that prior compliance with AD/RAD/42 is accepted as satisfying this Directive (Compliance).
Mechanically, the source explains the problem and the remedy in the Background section. Under vibration, connectors with split-ring sockets may cause intermittent CVR operation, erroneous self-test indications and contribute to sensor or tape-off-reel problems. The replacement component is full-ring sockets (Background). The AD therefore mandates modification in accordance with the referenced SBs, which are the technical documents that detail the required hardware changes and procedures (Requirement; Note 1).
The Directive expressly requires compliance with the most recent version of the referenced service documents by using the phrase "as in force from time to time", so operators must apply whatever version of the SBs is current at the time of modification (Requirement; Note 1). The AD notes the FAA Airworthiness Directive 83-16-01 Amendment 39-4075 as the basis for the measure (Requirement; Note 2). Amendment 1 to this AD is recorded as removing obsolete references and making minor editorial changes, without changing the substantive modification requirement (Amendment note).
The document is signed by the Civil Aviation Safety Authority delegate, David Punshon, dated 27 August 2021 (signature block). The AD commences on 10 September 2021 (Commencement). The source does not include penalty provisions, cost allocations or a schedule for enforcement actions; it sets out the technical obligation, scope, and timeframe only.
