What it does
This Airworthiness Directive (AD) requires inspections and corrective action for the low pressure turbine (LPT) casing of certain Rolls‑Royce RB211 engines. The AD applies to RB211‑524C2‑19 and RB211‑524C2‑B‑19 engines, all serial numbers, and notes these engines are known to be installed on Boeing 747 series aircraft but not limited to that type (Applicability). The AD directs operators to "carry out the actions defined in Section 3. Accomplishment Instructions of Rolls‑Royce Non‑Modification Service Bulletin (NMSB) No. 72‑AG076.2" (Requirement 1) and mandates repeating the actions required by Requirement 1 (Requirement 2). The document expressly refers to EASA AD 2009‑0083 dated 16 April 2009 (Note 2).
The AD establishes compliance triggers based on engine life metrics expressed in Cycles Since New (CSN) and the number of cycles since the last full Fluorescent Penetrant Inspection (FPI). The compliance instructions set multiple paths depending on whether the life of the LPT casing is known and whether the life since last full FPI is known, using a 4,500 cycle threshold as the decisive figure (Compliance). Broadly, if the LPT casing life is under 4,500 CSN, inspections must be done before it reaches 4,500 CSN; if the casing life is unknown or above 4,500 CSN, the timing varies from "at the next shop visit" to "before the life has reached 4,500 cycles since last full FPI," depending on the record status. For the repeat requirement, inspections must occur at intervals not exceeding 4,500 cycles (Requirement 2).
The AD states it "becomes effective on 2 July 2009" and records an administrative signature line by James Coyne, Delegate of the Civil Aviation Safety Authority, dated 19 May 2009 (Effective date; signature). The stated safety rationale is that cracked LPT casings have been found during shop visits; such cracks reduce the casing's capability to contain debris if an LPT stage 1 blade fails, and blade failure in a cracked casing may lead to uncontained high energy debris. The AD therefore requires repetitive inspections and corrective actions depending on findings (Background).
