What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) delegate that compels removal, inspection and conditional reinstallation of certain Rolls‑Royce RB211 series high pressure (HP) turbine discs. The AD applies to RB211‑524, RB211‑535C and RB211‑535E4 series engines where HP turbine discs are identified by part and serial number in Rolls‑Royce Alert Non‑Modification Service Bulletin (NMSB) 72‑AF996 Revision 1 dated 17 July 2008 (the SB). The AD requires three primary actions (labelled in the source as Requirements 1-3): remove affected HP turbine discs from aircraft and replace them with a serviceable disc, inspect any HP turbine disc prior to reinstallation in accordance with the SB, and prohibit installation of any HP turbine disc identified in the SB unless it has been inspected and has passed that inspection. Discs failing inspection must not be reinstalled and must be returned to Rolls‑Royce for further investigation (Requirements 1-3).
Timing is governed by two different provisions in the AD. For the removal and replacement step (Requirement 1) the deadline is set by reference to the SB: operators must comply “within the applicable time period indicated in Section 1.C ‘Compliance’ of Rolls‑Royce Alert NMSB 72‑AF996 Revision 1” (Compliance). Requirements 2 and 3 (inspection/prior‑to‑reinstallation rule and prohibition on installation unless inspected and passed) are effective from the AD’s effective date. The AD itself becomes effective on 20 November 2008 and carries a signature page from the CASA delegate dated 3 October 2008.
The AD identifies the risk prompting the action: Rolls‑Royce discovered potential cracks in certain HP turbine discs, attributed to a possible error in an eddy‑current inspection technique used during maintenance, and warns that an undetected crack could result in disc failure and release of high‑energy debris (Background). The AD explicitly references EASA AD 2008‑0176 dated 18 September 2008 as relevant (Requirements Note 2).
