What it does
This instrument is an Airworthiness Directive (AD) addressing detected cracking in the high pressure turbine (HPT) discs of certain Rolls-Royce RB211 series turbine engines. Mechanically, it mandates an Eddy Current Inspection (ECI) of the HPT disc cooling air holes using the procedure defined in Section 3, Accomplishment instructions, of Rolls-Royce NMSB 72-AE969 or a later EASA approved revision, applied to the HP turbine discs identified in Sections 1.A.(3) and 1.A.(4) of that NMSB (Requirement 1). It also requires repeated inspections in accordance with the same procedure at every subsequent shop visit where the HP turbine blades are removed from the disc (Requirement 2). The AD became effective on 31 August 2006 and is signed by the Civil Aviation Safety Authority delegate (effective date and signature).
The AD sets a compliance schedule tied to the number of cycles since new. If a disc has more than 2,750 cycles since new on the effective date, inspection must occur at the next shop visit where the HP turbine blades have been removed. If such a disc is already in a shop visit and the blades have been removed, the disc must be inspected before being refitted to the aeroplane (Compliance schedule: a and b). A prior ECI performed in accordance with Rolls-Royce TSD594-J Overhaul Process Manual Task 70-00-00-200-223, performed above 2,750 cycles since new and meeting the AD criteria, satisfies the AD inspection requirement (note under Compliance).
The AD expressly cross-references EASA AD 2006-0180 and accepts later EASA approved revisions of the cited Rolls-Royce NMSB. The background statement in the AD records that HPT discs inspected according to the Engine Manual showed cracks in the disc rim traced to scores in the cooling air holes, possibly introduced during new part manufacture or overhaul, and that undetected cracking could lead to uncontained disc failure (Background). The instrument therefore imposes mandatory inspection obligations on operators of engines within the applicability list to detect such cracking.
