What it does
This Airworthiness Directive (AD), titled AD/RAD/79 Amdt 1 , Thales Avionics TA/RA VSI‑TCAS Indicator, revokes the earlier AD/RAD/79 and reissues requirements under subregulation 39.1(1) of CASR 1998 (opening paragraph). Mechanically, it does three things.
First, it identifies the universe of affected units by an explicit applicability statement: all Thales Avionics (formerly Sextant Avionique) TA/RA VSI‑TCAS indicators with a long list of part numbers (P/N) installed in conjunction with a TCAS II Change 7 (ACAS II) computer (Applicability). The Applicability also lists a set of P/N that are not covered where those P/N are installed with TCAS I (Note 1).
Second, it imposes an immediate procedural limitation on flight crews and operators of affected aircraft by requiring an Aircraft Flight Manual (AFM) amendment to include a specified temporary limitation. The exact required wording is given in full in Requirement 1. The AD states that inserting a copy of the Directive into the AFM is an acceptable means of complying with Requirement 1 (Requirement 1).
Third, it mandates a technical remedy: modification of the software of the affected indicators per specified Thales Avionics Service Bulletins (457400‑34‑082, ‑083, ‑084 and ‑085). That is Requirement 2; after the software modification is completed the temporary AFM limitation "may be removed from the AFM" (Requirement 2).
Compliance scheduling is two‑tiered. The AFM amendment must be made within 15 days of the Amendment’s effective date (Compliance for Requirement 1). The software modification requirement’s compliance timing remains "Before 31 December 2007" (Compliance for Requirement 2). The Amendment became effective on 21 April 2004, and is signed by the CASA delegate dated 15 April 2004 (end of text).
The AD includes operator responsibilities to check with the design approval holder of the ACAS II installation that the indicator software modification "doesn't alter the initial aircraft ACAS II installation airworthiness condition" (Note 2). It also cross‑references DGAC AD F‑2004‑053 and a Thales Service Information Letter (Note 3). The Background section explains the technical fault: during a "Don’t climb‑Don’t descend‑Maintain" resolution advisory (multi‑aircraft encounter configuration) the TA/RA VSI‑TCAS may display an "RA fail" message, even though aural annunciation ("Maintain Vertical Speed, Maintain") and traffic display are correct; normally the VSI should display a green arc of ±250 ft/min on the vertical speed scale (Background).
