What it does
This document is Airworthiness Directive AD/RAD/64 Amendment 1, issued by the Civil Aviation Safety Authority (CASA) delegate on 9 November 2006 and effective 21 December 2006. It applies to BFGoodrich Avionics Systems Inc Skywatch SKY497 traffic advisory system installations that have a top-mounted antenna, and lists known aircraft types on which such installations are fitted, including models from Raytheon (Beech), Cessna, Piper, Hawker, Mitsubishi, Dassault, Mooney, Bombardier/de Havilland, Westwind, Bell, Eurocopter and Socata. The Directive addresses a specific failure mode: internal component failure of the SKY497 that can change the antenna configuration from a top mount to a bottom mount, producing left/right reversal of displayed traffic relative bearings, for example displaying a target at the 9 o’clock position as if it were at 3 o’clock.
Mechanically, the Directive requires two actions. Requirement 1 requires the operator to add to the Flight Manual limitations section either the FAA AD 98-25-02 Amendment 39-10924 Appendix titled “Power-Up Procedures for Skywatch SKY497 Installations with Top-Mounted Antenna” or BFGoodrich Alert Service Bulletin SB #78A dated 21 October 1998. The AD states that inserting a copy of either document into the Flight Manual accomplishes the task. The Directive further records that the introduction of specific software versions , identified as version 16, 1.7 or 1.8 in the text , provides an equivalent level of safety to the Flight Manual limitation, and if such software is installed, the flight manual statement may be removed.
Requirement 2 is operational: the Flight Manual limitation required by the Directive obliges the pilot to verify the antenna configuration of the SKY497 each time the system is powered up (noted in the Directive as Note 2). If during the power-up procedures specified in the Flight Manual limitations an incorrect antenna configuration is found, Requirement 2 directs removal of the SKY497 from service, with removal from service required prior to further flight.
