What it does
This instrument is an amendment (AD/RAD/51 Amdt 1) to an airworthiness directive addressing the Rockwell International/Collins Aviation Division TDR-94D Mode S transponder, part number (P/N) 622-9210-002. Mechanically, it imposes two discrete compliance actions on aircraft fitted with that transponder (the applicability list is non-exhaustive and includes multiple aeroplane types). The two actions are set out as Requirement 1 and Requirement 2 in the Directive text.
- Requirement 1 (interim measure): If the action has not already been accomplished in accordance with either the original issue of this Directive or FAA AD 93-04-02, operators must fabricate and install a placard on the instrument panel, within the pilot’s clear view, with the following words in letters at least 25 mm in height: ‘OPERATION OF TCAS II IN ANY MODE OTHER THAN THE “TA ONLY” MODE IS PROHIBITED’. The Directive explicitly states that this placard is no longer necessary once the software modification described in Requirement 2 is incorporated.
- Requirement 2 (permanent fix): If not already done in accordance with earlier authorities, modify the transponder software in accordance with the Accomplishment Instructions of Collins Service Bulletin TDR-94/94D-34-6 Revision 2 dated 21 September 1992. After this modification, the Requirement 1 placard is no longer required.
The Directive specifies compliance deadlines: the placard (Requirement 1) must be installed prior to 25 October 2008; the software modification (Requirement 2) must be incorporated prior to 1 December 2008. The Amendment becomes effective 25 September 2008 (the document carries the delegate signature and date, James Coyne, 6 August 2008). The expressed safety rationale in the Background section is that tests revealed these Mode S transponders, when operating in the resolution advisory mode, may lose the capability to co-ordinate with other aircraft, creating a risk of near miss or mid-air collision. The Directive expressly references FAA AD 93-04-02 (Amendment 39-8504) and notes the Amendment’s purpose of adding the P/N 622-9210-002 to the applicability statement, updating the list of affected aeroplanes and correcting typographical errors. The original issue of the Directive became effective on 27 May 1993.
