What it does
This instrument is an Airworthiness Directive (AD) addressed to operators of Pratt & Whitney PW4164 and PW4168 series turbofan engines, and it requires replacement of the existing fan blade assembly with a new or modified assembly in accordance with a Pratt & Whitney service bulletin. The directive states the requirement succinctly: "Install a new or a modified fan blade assembly, in accordance with the requirements of PW SB No. PW4G-100-72-92, dated 24 April 1997" (Requirement). The AD sets a short mandatory compliance window, requiring action "within 30 days after the effective date of this AD, unless previously accomplished" (Compliance). The AD becomes effective on 24 September 2009, which makes the 30-day compliance period end on 24 October 2009 unless already complied with (Compliance; Effective date).
The AD identifies the safety hazard that motivates the requirement in the Background section. The FAA reported a high level of N1 rotor imbalance during a fan blade out test of a PW4164/PW4168 engine. The imbalance resulted from the intentional release of several fan blades, and the imbalance "also caused liberation of the fan blade containment system and loss of structural support to the engine inlet cowl." The Background then links the observed test failure mode to a plausible in-service failure mechanism, stating that in revenue service "failure of the fan blade near the root attachment could be caused by metal fatigue," and that this could "result in fan blade failure and separation at the root section, which could result in high N1 rotor imbalance, and liberation of the fan containment system, which can hazard the aircraft" (Background).
Mechanically, the AD directs replacement of the fan blade assembly per the referenced Pratt & Whitney service bulletin, and it is applicable specifically to PW4164 and PW4168 series engines installed on Airbus A330 series aircraft, while using wording that reads "installed on but not limited to Airbus Industrie A330 series aircraft" (Applicability). The AD also includes a note that references FAA AD 97-11-06 Amdt 39-10035 dated 11 June 1997 (Requirement, Note). The AD is issued under the authority of the Civil Aviation Safety Authority, signed by James Coyne as Delegate, dated 12 August 2009 (signature block).
