What it does
This Airworthiness Directive (AD), published as AD/PW200/2 (4/2008), mandates inspection and hardware change for certain Pratt & Whitney Canada (P&WC) PW200 series turbine engines. Mechanically it requires two actions. First, operators must inspect the compressor turbine (CT) disk bore area for damage. If any damage is detected, the CT disk must be replaced before the next flight, in accordance with P&WC Service Bulletin (SB) PW200-72-A28280 Revision 4 or later revisions approved by Transport Canada (Requirement). Second, operators must replace the existing CT disk retaining nut and associated hardware (Requirement). The AD states that compliance with earlier versions of SB PW200-72-A28280 prior to the effective date of the AD satisfies the corrective-action requirement of the AD (Requirement). The AD also notes a related Transport Canada AD, CF-2007-24R1 dated 21 December 2007 (Requirement; Note).
The AD sets explicit compliance timing tied to CT cycles and hours. It distinguishes three population groups: engines that have never had a shop visit and have accumulated 4000 CT cycles or more since new; engines that have accumulated 2700 CT cycles or more since a last shop visit, CT disc inspection, or incorporation of SB PW200-72-28287; and engines with fewer cycles in those categories. For the higher-cycle groups the AD prescribes inspection and nut replacement “within 1150 hrs of engine operating time since 28 April 2006 (original issue date of SB PW200-72-A28280), but not later than 10 June 2008” (Compliance 1). For lower-cycle groups the AD prescribes action before reaching the respective cycle thresholds or not later than 10 June 2008, whichever is later (Compliance 2-3). The AD becomes effective on 10 April 2008 (Compliance; Effective date).
The AD states the safety risk prompting the directive: PW206 and PW207 CT disk bore areas may experience impact damage resulting from bending or fracture of the CT disk retaining nut castellations; such damage can reduce low-cycle fatigue capabilities of the CT disk, potentially leading to disk fracture (Background). The AD references P&WC Alert SB PW200-72-A28280 as the technical means for inspection and replacement, and it cites compliance data indicating many affected engines had not been inspected to that SB at the time of the AD (Background). The document is signed by a CASA delegate, David Punshon, dated 26 February 2008.
