Plain English Summary

2/10 complexity

This instrument requires owners/operators of specified Percival Proctor aircraft to fit immediately a durable, conspicuous cockpit placard stating “This aeroplane must not be flown at speeds in excess of 174 knots (200 m.p.h.)” and to remove or alter any conflicting speed placards. The placard must be easily readable from the pilot’s seat and preferably on the instrument panel.

It places production/fitting and removal costs on owners/operators and directly limits operating speed—affecting flight profiles and scheduling—while enforcement arrangements are not specified.
