What it does
This instrument is an Airworthiness Directive (AD) styled AD/PHZL/89, dated 11/2007 TX and effective 17 September 2007. Mechanically, it mandates inspection and corrective work on the propeller-to-engine mounting flanges and the propeller mounting bolts of specified Hartzell five‑bladed variable‑pitch propeller models. The AD applies to Hartzell Propeller Inc. model HC‑B5MP‑3( )/M10282A( )+6 and HC‑B5MP‑3( )/M10876( )( )( )( ) propellers fitted to identified aeroplane types, including Nord 262(A) Frakes (Mohawk), Short Brothers SD3‑30 (Sherpa) and SD3‑60 variants, and PZL‑M18( ) (Dromader), with particular Supplemental Type Certificates noted (for example SA2369SW, SA1014GL), see the Applicability table. The model notation in parentheses is expressly stated to be variable, and the AD applies regardless of the presence or absence of additional letters in the model designation.
Operationally, the AD requires: (1) a torque inspection of the propeller mounting bolts using paragraphs 3.A through 3.A.(4) of Hartzell Propeller Inc. Service Bulletin (SB) HC‑SB‑61‑275, unless the propeller and engine mounting flanges have been resurfaced in accordance with Hartzell Alert SB No. A203A or SB No. HC‑SB‑61‑275; (2) if any single bolt torque measures less than 90 ft‑lbs, removal and inspection of the propeller, flange resurfacing where necessary, and replacement of all mounting bolts with new bolts, using paragraphs 3.B through 3.B.(5) of SB HC‑SB‑61‑275; (3) alternative, additional procedures where the flanges have been resurfaced and a fretting disk was or was not installed; and (4) mandatory flange inspection and resurfacing actions whenever a propeller is removed from an engine or fitted to an aeroplane model not listed in the AD. The AD cross‑references FAA AD 2006‑22‑12 Amendment 39‑14809, notes that it supersedes FAA AD 2004‑21‑01, and cancels CASA AD/SD3‑30/23 Amdt 2 and AD/SD3‑60/41.
