What this instrument does (mechanics first)
This Airworthiness Directive (AD) orders owners/operators of certain Hartzell variable‑pitch propellers (listed by part number and serial number in Table 1) that were serviced by Oxford Aviation Limited (trading as CSE Aviation) in the United Kingdom between 1998 and 2003 to search records and inspect those propellers to find and fix wear or mechanical damage. (Applicability; Requirement 1 and 2; Table 1.)
The mechanical steps required are: a records search; disassembly of the propeller; cleaning of parts; detailed visual inspections (for cracks, corrosion, scratches, nicks and signs of a ground strike); targeted checks of pitch change knobs, blade shank bore areas and balance holes; Eddy Current (non‑destructive) inspections where applicable; repairs or part replacements as needed; and reassembly and functional test. The AD also requires the operator to confirm that specific repairs CSE should have done were actually done. (Requirement 1 and 2(a)–(g).)
If a propeller was involved in a ground strike the inspections and corrective work must be done sooner (within the short flight‑hour or calendar limits). For propellers not involved in a ground strike, the AD sets phased compliance times tied to the propeller's time‑since‑overhaul (TSO) — three bands with different flight‑hour limits (see Table 2).
