What it does
This Airworthiness Directive (AD/PHZL/84, effective 19 January 2006) imposes mandatory inspection and remedial obligations on a defined set of Hartzell variable-pitch propellers and their Propeller Control Units (PCUs). Applicability is limited to Hartzell Propeller Inc. model HD-E6C-3B/E13890K propellers when fitted with specified serial-numbered model D-1199-2 PCUs listed in Table 1 of the AD. The AD directs routine inspections of the flight idle blade angle and requires removal and Major Periodic Inspection (overhaul) or replacement for units that fail the inspection. The AD also establishes a recurring inspection cadence until reaching the limiting time-since-overhaul or time-since-new specified in Hartzell Service Bulletin HD-SB-61-025, Revision 1, or an FAA-approved later revision. The AD identifies replacement with a “serviceable PCU” as an optional terminating action for the repetitive inspections; for this AD a serviceable PCU is either not listed in Table 1, or is one listed but which has undergone a Major Periodic Inspection after 17 November 2000 in accordance with Hartzell SB paragraphs 2.B and 2.C.
Mechanically, the AD sets out five numbered operational requirements: (1) perform an initial flight idle blade angle inspection per paragraph 2A of Hartzell SB HD-SB-61-025 Rev 1 (or later FAA-approved revision) for PCUs in Table 1; (2) remove and overhaul or replace PCUs that fail that inspection, following paragraphs 2.B and 2.C of the SB; (3) continue the flight idle blade angle inspection at each successive “4A” maintenance check, up to a maximum interval not to exceed 1,200 hours time-in-service; (4) remove and overhaul or replace PCUs that fail those recurring inspections; and (5) remove PCUs from service for overhaul once the limiting time-since-overhaul or time-since-new specified in the SB is reached. Compliance timing is specified: requirements 1 and 2 at the next “2A” maintenance check but no later than 600 hours time-in-service from the AD’s effective date; requirements 3 and 4 at each “4A” check but not to exceed 1,200 hours; requirement 5 upon reaching the SB’s limiting times. The AD records that these propellers are installed on, but are not limited to, Fairchild Dornier GmbH 328-100 series aeroplanes and cites FAA AD 2003-04-22 Amdt 39-13071 as a reference.
