What it does
This Airworthiness Directive (AD/PHZL/44 Amdt 9) is a mandatory instrument issued by the Civil Aviation Safety Authority (CASA) under the Civil Aviation Act 1988. It imposes two distinct compliance regimes for propeller attachment bolts on seven specified Hartzell propeller models: HC-B3TN-2, HC-B3TN-3, HC-B3TN-5, HC-B4TN-3, HC-B4TN-5, HC-B4MN-5, and HC-B5MP-3. The AD applies only to turbine engine propellers in that range.
The first regime, set out in Requirement 1, applies to all new propellers and serviceable propellers installed on an aircraft after the AD's effective date of 7 July 2005. It prescribes detailed installation procedures: cleaning both engine and propeller flanges, installing the propeller oil seal, and ensuring complete and true contact. The installer must apply MIL-T-83483 petrolated graphite or Hartzell lubricant P/N A-3338 to the threads of the eight P/N B-3339 attaching bolts and to the flat surfaces of the eight P/N A-2048-2 washers (or other equivalent approved serviceable bolts and washers). The bolts are then installed through the engine flange and into the propeller flange. Torque is applied in two sequences: Sequence A first to 40 ft-lbs, then to 80 ft-lbs; Sequence B then final torques all bolts to between 100 and 105 ft-lbs. All bolts must then be safety wired in an approved manner. Crucially, once a propeller is installed with P/N B-3339 bolts and P/N A-2048-2 washers (or approved equivalents), the AD no longer applies to that installation. That means the AD is self-terminating for compliant installations.
The second regime, Requirement 2, addresses propellers within the applicability list that were already installed with a different bolt type , the older P/N A-2047 attaching bolts , before the effective date. It does not mandate immediate replacement. Instead, the operator must, within the next 300 hours time-in-service after the effective date, perform a torque check on all eight bolts using a torque wrench and adapter, with (no lubricant). The acceptable torque range for these dry bolts is 100 to 125 ft-lbs. If of the eight bolts measures below 100 ft-lbs, the operator must immediately , before further flight , remove all eight bolts and washers and replace them with P/N B-3339 bolts and P/N A-2048-2 washers (or approved equivalents), following the installation procedures of Requirement 1. If all bolts are within the acceptable torque range, the replacement can be deferred until the next propeller disassembly (e.g., for overhaul or repair). At that disassembly, the same replacement must occur.
