What it does
This Airworthiness Directive (AD/PC-12/39 Amdt 1, dated 5/2005, effective 12 May 2005) prescribes mandatory, serial-number-specific modifications and a temporary pilot operating limitation for Pilatus PC-12 and PC-12/45 aeroplanes (Manufacturer Serial Numbers 101 through 620 inclusive). Mechanically, it does three things.
First, it requires an interim amendment to the Pilot’s Operating Handbook (POH): insert either Temporary Revision (TR) No 11 (Report No 02211) or TR No 40 (Report 01973-001) into Section 2 of the applicable POH if that insertion has not already been accomplished (Requirement 1). The text requires this POH amendment to be made before further flight after 19 May 2005.
Second, it mandates hardware and wiring work specified in Pilatus Service Bulletin 22-004 dated 21 December 2004 (Requirement 2). The Service Bulletin items are broken down by MSN ranges:
- For MSN 101 through 602 inclusive, replace the pitch actuator Part Number (P/N) 985.92.03.161 with a new pitch actuator P/N 985.92.03.164.
- For MSN 321 and MSN 401 through 620 inclusive, disconnect wire C97C22 from terminal block TB260-13/H, remove the end connector from that wire, then cap and stow the wire.
- For MSN 101 through 320 and MSN 322 through 400 inclusive, secure circuit breaker CB906 with safety clip P/N 110.88.07.065.
Requirement 2 must be accomplished before 31 December 2006.
Third, the Directive provides a terminating action pathway: upon completion of Requirement 2 the operator must remove the temporary POH revision (Requirement 3), and the removal is required immediately following accomplishment of Requirement 2.
The AD is limited to MSNs 101-620 inclusive; the amendment specifically narrows effectivity and introduces terminating actions that allow the temporary POH limitation to be lifted once the hardware/wiring work is completed. The AD text includes a background explanation supplied by FOCA Switzerland that attributes the directive to an incident where abrupt nose-down pitch occurred following autopilot disconnection during an ILS approach when flaps were at 40°, and investigators concluded an out-of-trim condition could occur under those circumstances. The AD references Pilatus Service Bulletin 22-004 dated 21 December 2004 as the means to accomplish the required modifications and cites FOCA Switzerland AD HB-2005-128 in the notes.
