What it does
This Directive, styled AD/PARA/14 Amdt 1 and dated 10/2005 DM, requires a specific hardware modification and an ongoing packing inspection regime for a defined set of personal parachute systems. It applies to Performance Variable e.K. OMEGA container-systems in sizes XXS, XS, S, M, L and XL when used together with QUICK reserve parachutes in sizes 120, 135, 150, 180 or 220. The directive directs two discrete actions: first, application of bartecs on the binding tape of flap No. 3 of the OMEGA container-system in accordance with Performance Variable Service Bulletin SB-O-200501 (dated 18 July 2005); second, a mandatory visual inspection of those bartecs at each packing of the main parachute in accordance with the same service bulletin. The compliance timing specified in the Directive is that the bartec application must be completed before the next jump after 29 July 2005, and the visual inspection obligation is effective as of the Directive’s effective date. The instrument became effective on 29 July 2005 and is signed by David Villiers, Delegate of the Civil Aviation Safety Authority, dated 27 July 2005.
The Directive is an amendment (Amdt 1) and expressly refers to a related LBA airworthiness directive: LBA AD D-2005-248R1. The background text explains why the measures were ordered: the LBA had received two incident reports and one fatal accident report where the main parachute plus container-system did not fully deploy. The cause remains under investigation, and the Directive is issued as an interim measure tied to a manufacturer service bulletin intended to prevent main canopy malfunction caused by line entanglement with flap No. 2 of the main container. The Directive removes a prior prohibition on use of the affected parachutes that had been introduced in the related LBA AD by relying on the new manufacturer service bulletin as the corrective action.
