What it does
This Directive prescribes mandatory safety actions for specified Piper PA-46 (Malibu) series aeroplanes. It applies to two specific model/serial number ranges: PA-46-350P serials 4636375 through 4636447, and PA-46R-350T serials 4692001 through 4692068, as set out under "Applicability" in the source. The Directive requires three discrete actions.
First, Requirement 1 directs an amendment to the Limitations Section of the aircraft flight manual, inserting the specific limitation, "Operate Only under Day Visual Flight Rules (VFR)." The Directive allows that amendment to be effected by inserting a copy of the Directive into the AFM. It explicitly permits the AFM amendment to be carried out by the aircraft owner/operator provided that they hold at least a private pilot licence.
Second, Requirement 2 requires inspection of the 35-amp and 250-amp current limiters to verify they are installed in the proper location, following the procedures in Piper Aircraft, Inc. Service Bulletin (SB) 2000 dated 16 September 2008.
Third, Requirement 3 requires reinstallation of any current limiter not found in the proper location, carried out in accordance with the procedures in SB 2000.
The Directive prescribes timing for these actions. For Requirement 1 the compliance time is "Before further flight after 5 May 2009." For Requirement 2 the compliance time is "Within 100 hours time in service after 5 May 2009." For Requirement 3 any corrective reinstallation must be carried out "Before further flight after the Requirement 2 inspection is accomplished." The Directive becomes effective on 5 May 2009, and carries a note referring to FAA AD 2009-07-08 Amdt 39 15867 as related material. The Directive also states that later revisions of SB 2000, if approved by the United States Federal Aviation Administration as an Alternate Method of Compliance to FAA AD 2009-07-08, are acceptable for compliance with the equivalent Requirements of this Directive. The document is signed by James Coyne, Delegate of the Civil Aviation Safety Authority, and dated 17 April 2009.
