What it does
This instrument is an Airworthiness Directive (AD) amendment (AD/PA-44/19 Amdt 1) issued by the Civil Aviation Safety Authority (CASA) concerning the control wheel attachment on Piper PA-44 (Seminole) series aeroplanes. The Directive requires two sets of corrective actions, each tied to a specific part of New Piper Aircraft Service Bulletin (SB) No. 1139A dated 9 April 2004. For Group A aircraft (specific serial numbers listed in the applicability), Requirement 1 (Part I of SB No. 1139A) mandates inspection of the control wheel attachment screw for thread engagement, inspection of the nut plate for locking characteristics, replacement of screw or nut plate where the inspection criteria are not met, reassembly of the control wheel, and installation of the attachment screw using a Loctite thread‑locking compound. Requirement 2 (Part II of SB No. 1139A) requires installation of a retainer clip, part number 104687‑002, and applies to both Group A and Group B aircraft identified in the Directive. The compliance table sets two time windows measured in hours time in service after 11 August 2004: the first action (Requirement 1) is to be done within 25 hours TIS, and the second action (Requirement 2) within 100 hours TIS. The Amendment corrects the internal reference to the service bulletin (changing references to SB No. 1139 dated 28 August 2003 to SB No. 1139A dated 9 April 2004 where applicable) and becomes effective on 17 March 2005. The instrument is signed by David Punshon, Delegate of CASA, with a document date of 4 February 2005. The AD also notes a related FAA airworthiness directive, FAA AD 2004‑14‑12 Amdt 39‑13721, as the related authority informing the action.
All actions are to be accomplished in accordance with the referenced parts of SB No. 1139A dated 9 April 2004; the Directive explicitly links the required measures to the service bulletin text (Parts I and II). The Directive sets operational thresholds, for example mandating replacement of parts "before further flight" where inspections show insufficient thread engagement or inadequate nut plate locking. The AD therefore changes aircraft maintenance and airworthiness compliance obligations for the listed PA‑44 serial numbers by imposing mandatory inspection and corrective-installation tasks that must be carried out within the specified TIS windows and in accordance with the identified service bulletin parts.
