What it does
This instrument is an airworthiness directive that prescribes inspection, modification and life‑limit requirements for the fin forward spar attachment on Piper PA‑38 (Tomahawk) series aeroplanes within a specified serial number range. Its operative text sets out three core actions: visual inspection of the fin forward spar attachment plate P/N 77553‑05 by gaining access through removal of the lower fin fairing; removal of the vertical fin and dye penetrant inspection for cracking in specified spar and bulkhead locations; and replacement of the fin forward spar attachment plate Piper P/N 77553‑05. The Compliance column ties those actions to recurring intervals and to the presence or absence of specific modifications or CASA‑approved repair schemes, varying inspection frequencies and plate replacement life limits accordingly. Specifically, aircraft that do not incorporate the forward fin spar modification kit Piper P/N 764427 or the CASA‑approved repair scheme Drg. 01‑B‑422 and AV‑157‑02 are to be inspected at each scheduled maintenance event for the issue of a maintenance release. Aircraft that do not incorporate fuselage bulkhead assembly P/N 77553‑06 or the CASA‑approved repair scheme Drg. 01‑B‑422 and AV‑157‑02 are to be inspected at intervals not exceeding 300 hours time in service. Plate replacement is required at intervals not exceeding 3000 hours time in service for aircraft without the CASA‑approved repair scheme Drg. 01‑B‑422 and AV‑151‑02, and at intervals not exceeding 5000 hours time in service for aircraft that do incorporate that CASA‑approved repair scheme. The instrument records that Amendment 6 cancels a prior Requirement 2(b), gives credit for fuselage bulkhead assembly P/N 77553‑06, and updates cross references to USA AD 82‑27‑08. The AD becomes effective on 18 December 2008 and is issued under the authority of a Delegate of the Civil Aviation Safety Authority, dated 6 November 2008. The directive explicitly references Piper Service Bulletin SB 745 Parts I, II and III, and FAA AD 82‑27‑08(a)(1), (a)(2) and (a)(4) as related material.
