What it does
This instrument, AD/PA-38/21 Amendment 1 (13/2008), prescribes mandatory replacement life limits for the vertical fin forward spar attachment plate, Piper part number 77553-05, fitted to specified Piper PA-38-112 (Tomahawk) aeroplanes. The directive sets time-in-service replacement intervals that depend on the aeroplane serial number range and whether Piper Kit No. 764421 has been installed. The operative requirements are laid out in the document under the heading "Requirement" and are the following:
- For aircraft with S/No. 38-81A0001 to 38-82A0101 that do not have Piper Kit No. 764421 installed, the plate must be replaced upon achieving 3 000 hours time in service, and at intervals not exceeding 3 000 hours time in service thereafter (Requirement paragraph 1).
- For aircraft with S/No. 38-81A0001 to 38-82A0101 that do have Piper Kit No. 764421 installed, the plate must be replaced upon achieving 5 000 hours time in service, and at intervals not exceeding 5 000 hours time in service thereafter (Requirement paragraph 2).
- For aircraft with S/No. 38-82A0102 to 38-82A0122, the plate must be replaced upon achieving 5 000 hours time in service, and at intervals not exceeding 5 000 hours time in service thereafter (Requirement paragraph 3).
- For aircraft with S/No. 38-82A0123 and higher, the retirement time for P/N 77553-05 is specified in the FAA-approved Airplane Flight Manual (Note 4).
The directive includes cross-references to USA AD 82-27-08 (subparagraphs (b)(1), (b)(2), and (c)) and to Piper Service Bulletin No. 710 where relevant (Notes 1-3). CASA states that the replacement life limits are founded on fatigue testing of the empennage structure (Background). The instrument records that "Compliance with the original issue of this Directive constitutes compliance with Amendment 1" (Compliance), and it sets an amendment effective date of 18 December 2008, although the document bears the signature of David Villiers, Delegate of the Civil Aviation Safety Authority, dated 29 October 2008.
