What it does
This document is Airworthiness Directive AD/PA-38/16, Amendment 1, issued under the Commonwealth of Australia heading shown as "Civil Aviation Regulations 1998, PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY SCHEDULE OF AIRWORTHINESS DIRECTIVES". The AD addresses the main landing gear attach bolts on Piper PA-38 (Tomahawk) series aeroplanes. The operative requirements, as stated in the text, are: applicability to "All model PA-38-112 with S/Nos. 38-78A0001 to 38-82A0110", designation of the relevant technical document as "Piper SB No. 673A", and a compliance requirement of completing the work "Unless already accomplished within 100 hours time in service after 31 December, 1982." The AD notes that "Aircraft which have complied with SB673 are required to comply with SB.673A."
The background text in the AD expressly states why Amdt 1 was issued. It says the amendment "is reissued to avoid possible ambiguity", and that "Piper SB673 is superseded by SB673A." The background further specifies that SB673A "extends serial number effectivity, introduces new improved high tensile bolts and provides proper installation and torqueing procedures." Those three technical changes are the stated substantive changes to the pre-existing service instruction.
Mechanically the AD requires a modification of the main landing gear attach bolts in accordance with Piper Service Bulletin No. 673A. The AD makes the SB the referenced document for the required work. The directive therefore converts the SB673A instructions into a mandatory compliance requirement for the stated serial-numbered PA-38-112 aeroplanes, subject to the stated 100 hours time-in-service deadline measured from the date given. The AD does not itself reproduce the step-by-step technical instructions from SB673A in the text supplied, it instead identifies the SB document as the source of the technical procedure and parts specification, including the "improved high tensile bolts" and "proper installation and torqueing procedures."
