What it does
This Airworthiness Directive, AD/PA-32/42 Amendment 3 (2/2022), applies to all Piper PA-32 series aeroplanes and requires either the retirement from service of specific wing components or the adoption of an approved inspection regime for the lower wing joint. Mechanically, the instrument creates a binary compliance choice:
- Requirement 1: Retire from service the wing main spar assembly and the bottom cap of the wing main spar box (the carry-through).
- OR Requirement 2: Inspect the lower wing joint for fatigue cracks in accordance with an approved inspection program.
The AD sets firm component time-in-service thresholds before which the retirement or first inspection must occur. For models PA-32-260, PA-32-300, PA-32R-300, PA-32S-300, PA-32RT-300 and PA‑32RT-300T, retirement or first inspection must occur before 11,000 hours of component time in service. For models PA-32-301, PA-32R-301, PA-32-301T, PA-32R-301T, PA-32-301FT and PA-32-301XTC, the equivalent threshold is 13,700 hours of component time in service. Where an inspection regime is chosen, subsequent inspections must occur at the intervals specified in the approved inspection program. The AD explicitly requires replacement of retired components in accordance with approved maintenance data, and cross-references Regulations 42V and 2A of the Civil Aviation Regulations (CAR) for those matters. The AD also identifies an acceptable inspection standard, FAR 23.572(a)(3) Amendment 23-48 or later, or an equivalent level of safety approved by CASA, as noted in Note 2 to the AD.
The AD commences on 27 January 2022 and is issued by the Civil Aviation Safety Authority (CASA), signed by its delegate (David Punshon, 21 January 2022). The instrument carries forward Alternative Means of Compliance (AMOC) or exclusions that were previously approved under AD/PA-32/42 Amendment 2.
