What it does
This Airworthiness Directive (AD/PA-31/93 Amdt 2) mandates inspection and, where necessary, replacement of the main landing gear (MLG) inboard door hinge assemblies on a defined set of Piper PA-31 series aeroplanes. The AD revokes the prior Amendment 1 to AD/PA-31/93 and is issued under subregulation 39.1(1) of the Civil Aviation Regulations 1998 (CAR 1998). The directive applies to specific serial-numbered examples of the PA-31, PA-31-300, PA-31-350, PA-31-325, PA-31P, PA-31T, PA-31T1, PA-31T2, PA-31T3 and PA-31P-350 models, as set out in the Applicability table. It requires operators to:
- inspect all hinges and hinge attachment angles in the MLG inboard door hinge assembly in accordance with the INSTRUCTIONS section of Piper Service Bulletin No. 682, dated 24 July 1980; and
- replace any cracked MLG inboard door hinge assembly with a Piper part number 47529-32 assembly, or an FAA- or CASA-approved equivalent part number.
The AD distinguishes two categories of assemblies. Requirement 1 addresses aircraft with any MLG inboard door hinge assembly that is Piper part number 47529-32 (or FAA or CASA‑approved equivalent), and requires inspection and replacement if cracked. Requirement 2 addresses aircraft with any aluminium MLG inboard door hinge assembly that is not Piper part number 47529-32 (or approved equivalent) or any other assembly not made of steel, and imposes the same inspection-and-replace requirement. The Compliance section sets inspection timing: for Piper 47529-32 (or equivalents) the initial inspection is on accumulating 2,000 hours time-in-service (TIS) on the hinge assembly or within the next 100 hours TIS after 19 April 2001, whichever occurs later, and thereafter at intervals not exceeding 2,000 hours TIS; for aluminium or non-steel assemblies the inspection is at the next inspection required by the previous issue of this Directive or within the next 100 hours TIS after 19 April 2001 whichever occurs first, and thereafter at intervals not exceeding 100 hours TIS. Where a cracked assembly is found, replacement must be accomplished before further flight after the inspection. The AD became effective on 19 April 2001, was notified in the Commonwealth of Australia Gazette on 21 March 2001, and is signed by the CASA delegate, David Alan Villiers (9 March 2001). The Background section records local instances of hinge failure and that Amendment 1 responded to an FAA AD prompted by reports of cracks on improved-design hinge assemblies; Amendment 2 adds CASA‑approved parts as alternatives to Piper/FAA-approved parts.
