Plain English Summary

2/10 complexity

What this does: This is a mandatory safety order requiring owners of specific Piper aircraft to inspect and replace faulty elevator hinges. The manufacturer identified that single-piece hinges were failing, which could cause pilots to lose control of the aircraft's up-and-down movement.

Who it affects: Owners and operators of Piper PA-31P model aircraft with serial numbers from 31P-3 through to 31P-7730012.

What must be done:

Inspect the elevator outboard hinges within 25 flying hours after 3 June 1982 (unless already inspected)
If single-piece hinges are found: Reinspect them every 10 flying hours until they are replaced
Replace all single-piece hinge installations with approved kit 764381 before 30 June 1982

Why it matters: The elevator controls the aircraft's pitch (climbing and descending). Hinge failures in this critical control surface could lead to catastrophic loss of control. This directive forces a fix before the parts fail in flight.
