What it does
AD/PA-31/102 Amdt 2 is an airworthiness directive issued under the Commonwealth of Australia Civil Aviation framework that addresses flap system malfunctions on specified Piper PA-31 family aeroplanes. The instrument requires operators to carry out the corrective actions set out in a manufacturer Service Bulletin, specifically "Piper SB No. 741" (the Requirement). The AD also prescribes operational changes to be recorded in the Australian Flight Manual where the remedial action results in a maximum flap travel restriction to "15`" (as stated in the AD text), namely: an increase of landing distances by 15% and an increase in approach speeds by 5 knots. The AD requires the Australian Flight Manual to be amended in accordance with a Department of Aviation approved flight manual amendment; those approved amendments are to be obtained from Regional Offices. The AD sets a compliance timing: actions are to be carried out "in accordance with the Requirement document, with effect from 30 June 1982." The Background statement in the AD explains the technical rationale: field reports to the manufacturer indicated flap system malfunctions were caused by failures of the wing flap flexible shaft assemblies, and Amendment 2 introduces flight manual amendments to reflect performance changes the Service Bulletin produces.
Mechanically, then, the AD does three things: (1) it directs affected aeroplanes to be modified or inspected per Piper SB No. 741 (or subsequent issues referenced); (2) it mandates specific operational performance adjustments to the Australian Flight Manual where flap travel is restricted; and (3) it requires an approved flight manual amendment, available from Department of Aviation Regional Offices, to be incorporated into the AFM. The AD identifies its applicability in terms of PA-31 model variants and serial numbers referenced in SB No. 741 or subsequent issues, and sets a specific effective date for compliance.
