What it does
This Airworthiness Directive (AD), titled AD/PA-30/23 Amendment 3 and dated 12 February 2009, requires inspection of the four stabilator attachment bolts on specified Piper PA-30 and PA-39 (Twin Comanche) aeroplanes where those bolts are not corrosion-resistant. The instrument (issued by the Civil Aviation Safety Authority, signed by a delegate) specifies removal of the four stabilator attachment bolts and an inspection for corrosion in accordance with prescribed Piper Service Letters: SL No. 667A for PA-30 aeroplanes and SL No. 772 for PA-39 aeroplanes (Requirement). If corrosion is found, the AD requires that, before further flight, the bolt, nut and washer be replaced with unused parts of the same part numbers or equivalent, or that the bolts be replaced by equivalent corrosion-resistant AN bolts (Requirement; Notes 1-2). Two specific part numbers are identified in the AD as corrosion-resistant bolts (502329 and 502342) (Requirement, Note 1).
The AD fixes the maximum inspection frequency: the inspection must be carried out at intervals not exceeding three years or 500 hours time in service, whichever occurs first (Compliance). The AD also preserves an alternative compliance path: replacement of the attachment bolts with equivalent corrosion-resistant AN bolts removes the need for the recurring inspection regime (Requirement; Compliance). The AD states that compliance with the earlier Amendment 2 constitutes compliance with this amendment (Compliance, Note 3). The instrument records an amendment history and aligns its inspection interval with that of the referenced FAA AD 74-13-03 (Background).
Mechanically, the AD changes operator behaviour in two concrete ways. First, it creates a mandatory inspection obligation for affected aeroplanes unless the bolts are corrosion-resistant. Second, it permits a one-off retrofit option (fitting corrosion-resistant AN bolts or unused approved parts) that, if undertaken, obviates the recurring inspection requirement. The AD includes applicability limits by serial number and by bolt material: it applies to all model PA-30 with serial numbers 30-1 to 30-2000 and all model PA-39 with serial numbers 39-1 to 39-155, but only where the four stabilator attachment bolts are not made of corrosion-resistant steel (Applicability).
