What it does
This airworthiness directive (AD), AD/PA-28/96 Amdt 1, prescribes mandatory inspection and modification steps for certain Piper PA-28 series aeroplanes to address insecure control wheel attachment hardware. Mechanically it requires two types of tasks. First, for aircraft listed in Group A (with an explicit exception for Group A aircraft already modified per New Piper Service Bulletin (SB) No. 1139 dated 28 August 2003), it mandates the Part I actions of New Piper SB No. 1139A dated 9 April 2004: inspect the control wheel attachment screw for thread engagement, inspect the nut plate for locking characteristics, replace the screw or the nut plate as required, and reassemble the control wheel using a Loctite thread‑locking compound where appropriate (Requirement 1 a-c). Second, for aircraft in either Group A or Group B, it mandates installation of a retainer clip, part number 104687-002, in accordance with Part II of SB No. 1139A (Requirement 2). The AD sets compliance timeframes in hours time in service after 11 August 2004, specifically two slots, “Within 25 hours” and “Within 100 hours” (Compliance). The AD became effective 17 March 2005 and is an amendment issued to correct a reference to SB No. 1139A (Background; Effective date).
The AD’s safety trigger is explicit in the background material: the FAA reported a crash in which the left control wheel single attachment screw had unscrewed from its nut plate, allowing the wheel to spin freely on the control column; investigation found the screw was too short and the nut plate lacked proper locking characteristics (Background). The AD therefore imposes immediate hardware verification and specific hardware changes, with grounding‑until‑remedy language implicit in the “replace before further flight” wording for deficient parts (Requirement 1 a-b).
All actions are to be accomplished in accordance with Parts I and II of New Piper SB No. 1139A dated 9 April 2004 where referenced (Requirement). The AD also records that a corrected FAA AD, 2004-14-12 Amdt 39-13721, is relevant (Note).
