Requires owners/operators of Piper PA‑24, PA‑24‑250 and PA‑24‑260 aeroplanes modified by FAA STC SA2495WE (Robertson STOL kit) to install a cockpit placard beside the flap actuator reading “DO NOT EXTEND FLAPS BEYOND 15 DEGREES (TAKEOFF POSITION)” (Requirement 1). The placard may be removed only after installing a positive flap retraction system per Robertson Service Bulletin 19 (Requirement 2). AD/PA-24/42 Flap Extension Limitation - Warning Placard 6/83

Applicability: Models PA-24, PA-24-250, PA-24-260 series which have been modified in accordance with FAA Supplemental Type Certificate SA2495WE (Robertson STOL modification kit).

Requirement: 1. To prevent possible loss of aeroplane control due to an asymmetric flap extension or retraction, install a placard on the panel near the flap actuator which reads:

“DO NOT EXTEND FLAPS BEYOND 15 DEGREES (TAKEOFF POSITION)”.

The placard may be removed when a positive flap retraction system is installed in accordance with Robertson Aircraft Corporation Service Bulletin 19 dated 22 October 1982.

Note: FAA AD 82-23-01 refers.

Compliance: Within 25 hours time in service after 16 May 1983.

Background: An accident investigation has shown that a loss of aeroplane lateral control can occur if an asymmetric flap condition is allowed to develop, in subject aircraft fitted with the Robertson STOL modification kit. A Robertson Service Bulletin has been issued in order to overcome the problem.
