What it does
This instrument is Civil Aviation Safety Authority Airworthiness Directive AD/PA-24/36 Amendment 1 (AD/PA-24/36 Amdt 1), effective 23 October 2008, signed by a CASA delegate on 8 September 2008. It imposes mandatory inspection and minor rectification steps on the fin forward spar to fuselage attachment assembly of Piper PA-24 (Comanche) series aeroplanes. Applicability is stated as “All models Piper PA-24, PA-24-250, PA-24-260 and PA-24-400 certificated in all categories” (Applicability). The directive identifies the local structure to inspect as the channel Part No. 20749-0 and the straps Part Nos. 20749-5 and -6 where they are riveted together (Requirement: 1).
Mechanically, the AD requires two distinct tasks. First, a once-only inspection of the bend relief holes in the channel for rough edges and rectification by polishing if roughness is present (Requirement: 1; Amendment 1 introduction). Second, with at least five-power magnification, a visual inspection for cracks in the channel and the two straps in the area of the channel bend relief holes (Requirement: 2). The AD notes that the quoted part numbers do not appear in the Parts Catalogue because they are components of a complete fin front spar assembly listed under a separate part number (Note 1). The AD identifies FAA AD 75-12-06 (amendment 39-2227) as the originating FAA action that prompted the original 1975 AD and the current amendment (Background; Note 2).
Timing is prescribed by maintenance-release events rather than flight hours. Compliance is required at the next scheduled inspection for issue of a maintenance release after the amendment’s effectivity date, and thereafter at each scheduled inspection for issue of a maintenance release (Compliance: 1-2). The amendment specifically introduces the once-only inspection/rectification for bend-relief-hole roughness and replaces a prior hours-based compliance period with maintenance-release timing (Amendment 1). The AD does not specify remedy actions beyond polishing rough edges where found and visual inspection for cracks; it does not provide instructions for replacement or repair methods beyond polishing in the text provided.
