What it does
This Airworthiness Directive, AD/OXY/19 Puritan-Bennett Oxygen Masks, published under the Civil Aviation Regulations 1998, Part 39-107 by the Civil Aviation Safety Authority, requires inspection and remedial action for a narrowly defined set of Puritan-Bennett oxygen masks. The Directive applies to Puritan-Bennett Aero Systems C351-2000 series passenger oxygen masks and portable oxygen masks with the enumerated part numbers and with elastomer cure dates between September 1993 and March 1997, as set out in the Applicability statement. The Directive mandates three concrete actions.
First, Requirement 1 mandates an inspection for any tear in the face cushion of the passenger or portable oxygen masks, to be carried out in accordance with Nellcor Puritan-Bennett Service Bulletin no C351-2000-35-1 Revision 2 dated February 1998. Second, Requirement 2 requires that if a tear is found during that inspection, the mask must be replaced or repaired in accordance with the Service Bulletin. Third, Requirement 3 prohibits installation of any Puritan-Bennett oxygen mask identified in the Applicability statement into any aircraft unless Requirement 1 has been complied with.
The Directive sets explicit timing. Compliance paragraph 1 requires the inspection to be completed prior to 17 December 1999. If a tear is discovered, compliance paragraph 2 requires replacement or repair before further flight. The installation ban in Requirement 3 is effective as of the Directive’s effective date, which the instrument states is 17 June 1999. The Background section states the FAA had received reports of defective oxygen masks which could fail to deliver sufficient oxygen, and that the Directive is intended to require inspection and, if necessary, repair or replacement. The Directive also cross-references FAA AD 99-08-21 Amdt 39-11130.
