What it does
This Airworthiness Directive (AD), titled AD/ML‑M5/11 Nicopress Sleeves on Control Cables 7/2000, mandates corrective action for all Maule M5 aircraft models and serial numbers to address an identified unsafe condition relating to nicopress sleeves on control cables. The AD is issued under the legal authority of subregulation 39.1(1) of CAR 1998, as stated at the head of the instrument: the CASA delegate "issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998." The AD sets three legal mechanics that together define compliance obligations: (a) it requires that the action described in the requirement section be taken in relation to the aircraft or aeronautical product mentioned in the applicability section; (b) the action must be taken "in accordance with the instructions set out in the requirement section"; and (c) the action must be taken "at the time mentioned in the compliance section." Those three elements are expressed verbatim in the introductory paragraph of the instrument.
Mechanically the AD does the following: it identifies applicability as "All M5 models and Serial Numbers"; it prescribes the required action as "Action in accordance with Maule SB No. 20 dated 27 December 1999"; and it prescribes the compliance timing as "Within 100 hours time in service after the effective date of this directive." The AD declares its effective date as 13 July 2000 and notes that it was notified in the Commonwealth of Australia Gazette on 14 June 2000. The delegate signing the AD is identified by name and office: Bernard Malcolm Hole, "Delegate of the Civil Aviation Safety Authority", with a signature date of 1 June 2000.
The AD does not itself set out technical steps, parts, or exact inspection checklists. Instead it incorporates an external manufacturer's service bulletin, Maule SB No. 20 dated 27 December 1999, by reference, making compliance with that bulletin the required corrective action. The AD also contains a short background statement explaining the reason for the instruction, namely reports of cable slipping from the nicopress sleeve and the manufacturer's determination that "one of their tools was incorrectly set." A "Note" line states "FAA AD 2000‑09‑06 refers," signalling a related FAA action but not reproducing its content. The AD therefore operates as a compulsory legal instrument that makes following the external Maule service bulletin mandatory for the covered aircraft within a set time window.
