What it does
This Airworthiness Directive (AD/ML-M4/19) imposes two mandatory actions on operators and maintainers of Maule M-4 series aeroplanes registered in Australia. First, it requires colour coding of four specific elevator control components using yellow enamel paint: the top of the rear elevator control horn, the elevator control cable end attached to that horn, the bottom of the forward elevator control horn, and the elevator control cable end attached to that forward horn. The work must follow Maule Aerospace Technology, Inc. Mandatory Service Bulletin No. 30 dated 4 March 2008. Second, the directive requires the insertion of a caution text into the FAA-approved maintenance program (for example, the aeroplane’s maintenance manual). The caution warns that whenever elevator cables are reconnected or new cables installed, the pilot or maintainer must always check the operation of elevators before flight by pulling back on the control and ascertaining that the elevators move to the UP position. This text can be inserted by copying the AD itself or using the text found on the bottom of page 3 of the same service bulletin.
Compliance must occur before whichever happens first: the next time the elevator control cable is disconnected for any reason, or within 12 calendar months after the AD’s effective date (12 February 2009). That means the backstop compliance date is 12 February 2010, but an earlier cable disconnect will trigger immediate compliance. The AD results from two accidents where reversed elevator control rigging was a factor. The Civil Aviation Safety Authority (CASA) states that the directive is intended to reduce the likelihood of a mechanic rigging the elevator controls backwards, a failure that could cause elevator movement opposite to the pilot’s control input and lead to loss of control. The directive also cross-references FAA AD 2008-24-02 (Amdt 39-15742) and reminds operators of the additional requirements under Civil Aviation Regulation 1988, regulation 42G when any part of the flight control system is assembled, adjusted, repaired, modified or replaced.
