What it does
This instrument is an Airworthiness Directive (AD) that mandates a specific hardware modification to certain Turbomeca Makila turboshaft engines installed in AS 332 helicopters. The AD is numbered AD/MAKILA/8 and dated 7/2006, it became effective on 6 July 2006 and prescribes a compliance deadline of before 31 January 2007. The operative mandate is short and concrete: operators must "incorporate modification TU 241 by replacing the Anticipator or Pitch/Gas Link LPG board of the Engine Control Unit (ECU) in accordance with Turbomeca Mandatory Service Bulletin no. 298 73 0241" (Requirement field).
Applicability is strictly confined to "Makila 1A and 1A1 turbo-shaft engines post modifications TU190, TU202 or TU219, which are installed on AS 332 helicopters" (Applicability field). The AD includes a technical background that explains why the modification is required: the ECU control system contains an electrical back-up mode that is activated at 85% N1 (specified in the text as "gas generator speed"), the activation is irreversible and freezes an engine at that speed, and reported occurrences show the back-up mode can be triggered by electrostatic discharge or by a malfunction of the collective pitch signal. The AD records that "the two engines fitted on the same helicopter can therefore be frozen in this back-up position at 85% N1" and states that modification TU241 "reduces the risk by changing the conditions in which the engines switch to, and are maintained, in the 85% NG back-up mode" (Background field).
The AD references a related European directive with the note "EASA AD 2006-0070 refers." The AD is signed by a CASA delegate, James Coyne, and dated 24 May 2006. Mechanically, the AD imposes a single, time‑bounded retrofit obligation to replace a specific printed circuit board in the ECU, executed in accordance with a named Mandatory Service Bulletin issued by the engine manufacturer.
