What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority, titled AD/M20/32 Amendment 6, that prescribes mandatory inspection and corrective actions for the fuselage tubular structure of specified Mooney M20 series aeroplanes. Mechanically, it does three things.
First, it sets the scope of applicability to "Models and Serial numbers listed in Mooney SB M20-208B" (Applicability). The AD therefore does not list models or serial numbers itself; it imports the manufacturer's Service Bulletin (SB) M20-208B as the determinative applicability list.
Second, it turns the manufacturer's SB into the operative requirement by instructing different actions depending on manufacture date: aircraft manufactured prior to 1976 must receive the work "in accordance with Mooney SB M20-208B, Part A.2", and aircraft manufactured subsequent to 1 January 1976 must receive the work "in accordance with Mooney SB M20-208B, Part B" (Requirement). The AD thus makes particular parts of the SB mandatory rather than advisory.
Third, it fixes compliance by reference: the AD requires "1. and 2. As specified in the Requirement Document" (Compliance), and states the amendment becomes effective on 28 September 2006. In addition, the Background explains a procedural change introduced in Amendment 4 requiring removal of exposed insulation blankets on the side of the cabin "to allow a more thorough inspection at the next AD compliance, and thereafter at three year intervals" (Background). The Background also records prior amendments that extended inspection areas and clarified criteria and applicability, and notes the AD alignment adjustments embodied in Amendments 5 and 6 (Background). The instrument is signed by a CASA delegate and dated 18 August 2006.
The document, as issued, makes the Mooney SB M20-208B mandatory for the listed aircraft, prescribes inspection frequency for certain elements (notably the three-year recurring inspection following removal of insulation blankets), and aligns the AD's applicability and compliance wording with the SB (Background; Requirement; Compliance).
