What it does
This Airworthiness Directive, AD/LYC/78 Amendment 6, requires inspection of the thermostatic oil cooler bypass valve on specified Lycoming piston engines. The AD mandates a physical inspection in accordance with Lycoming Mandatory Service Bulletin (MSB) No. 518, "as in force from time to time" (the most recent version of MSB 518 must be used). The inspection specifically addresses the security of the crimp nut on the valve shaft, as set out in the requirement document referenced in the AD. The AD sets different initial and repeat compliance intervals depending on whether the engine is fitted with dual magnetos or not. For engines with dual magnetos the inspection must be carried out within 25 hours time in service after the commencement date of this AD and thereafter at intervals not to exceed 325 hours time in service. For non-dual magneto engines the inspection must be carried out within 25 hours time in service after 25 May 1995 and thereafter at intervals not to exceed 625 hours time in service. The AD also identifies a terminating option: replacement of the thermostatic oil cooler bypass valve with a serviceable superseding valve part number as identified in Lycoming Service Instruction No. 1565A, or later, constitutes terminating action for the repeat inspection requirement. The AD commences on 7 May 2021 and was issued by the Civil Aviation Safety Authority delegate, Alan Silva, on 22 April 2021. The Background explains that the original MSB included a dimension check on the crimp nut which was later removed after in-service experience, and that Amendment 6 updates applicability and requirement statements to reflect the most recent version of the requirement document while retaining the time-in-service compliance thresholds.
