What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) titled AD/LYC/115, dated 29 March 2006 and becoming effective on 11 May 2006. The AD targets crankshafts for certain Lycoming piston engines and establishes mandatory inspection, verification and replacement obligations where affected crankshafts are present. The formal applicability is to "Lycoming Engines AEIO-360, IO-360, O-360, LIO-360, and LO-360 series reciprocating engines, manufactured new or rebuilt, overhauled, or that had a crankshaft installed after 1 March 1999" (Applicability). The central operative obligations require operators or owners to: check engine and crankshaft serial numbers against tables in Supplement No. 1 to Lycoming Mandatory Service Bulletin (MSB) No. 566 dated 30 November 2005; replace any crankshaft whose serial number is listed in Table 2 of that Supplement with a crankshaft that is not so listed; and not to install any crankshaft that has a serial number listed in Table 2 into any engine (Requirement items 1-3). The AD sets the compliance window for the required inspections and replacement: "within 50 hours time-in-service or 6 months after the effective date of this AD, whichever is earlier" for the checking and replacement obligations unless they were done previously (Compliance items 1-2). The prohibition on installing listed crankshafts applies "after the effective date of this AD" (Compliance item 3). The stated safety rationale in the AD is that it "results from a crankshaft failure in a Lycoming LO-360-A1H6 reciprocating engine" and that CASA is issuing the AD "to prevent failure of the crankshaft, which could result in total engine power loss, in-flight engine failure, and possible loss of the aircraft" (Background). The AD explicitly cross-refers to Lycoming MSB No. 566 (and its Supplement No. 1) and to FAA AD 2006-06-16 Amendment 39-14525 (Requirement, Note 3).
