What it does
This Airworthiness Directive (AD/LYC/113 Amdt 2) is a mandatory instruction issued by the Civil Aviation Safety Authority (CASA) under the Civil Aviation Act 1988 and the Civil Aviation Regulations. It requires the inspection and, in defined circumstances, the replacement of certain ECi cylinder assemblies fitted to Lycoming 320, 360, and 440 series parallel valve reciprocating engines. The specific cylinder assemblies are part number AEL65102 series “Classic Cast”, with casting head markings EC 65099-REV-1 and serial numbers 1 through 9879 (with an optional “L” prefix for long reach spark plugs). The directive’s stated purpose, drawn from the background paragraph, is to prevent loss of engine power due to cracks in the cylinder assemblies and possible engine failure caused by separation of a cylinder head, based on approximately 30 reports of failure received by the FAA.
Mechanically, the AD imposes three distinct layers of obligation. First, engines that have not been overhauled or had any major repair since new are exempted from further action. Second, engines that have been overhauled or repaired since new must have their maintenance records inspected; if those records do not identify the part and serial numbers of the cylinder assemblies, a visual inspection must be performed. Third, any cylinder assembly that matches the prohibited part number, casting mark and serial number range must be replaced within a compliance time that depends on the operating hours in service (HIS) on the effective date (3 August 2006): if the assembly has fewer than 800 HIS, replacement can be deferred until 800 HIS; if it has 800 or more HIS, replacement must occur within 60 HIS. After the effective date, no prohibited cylinder assembly may be installed onto any engine.
The AD also defines what counts as an acceptable replacement cylinder assembly: a serviceable Lycoming cylinder, a serviceable FAA Parts Manufacturer Approval cylinder from another manufacturer, a serviceable ECi “Titan” assembly (P/N AEL85099), or a serviceable ECi “Classic Cast” assembly with a serial number of 9880 or higher. This definition is critical because it closes off the possibility of reinstalling a non-compliant cylinder during an overhaul or repair. The directive effectively withdraws from service a population of cylinder assemblies that the regulator considers unsafe, while preserving multiple supply sources for replacements, including later serial numbers of the same ECi product line.
